Victor Pavlovitch Kochubey was Minister of Foreign Affairs for Alexander I in 1801-1802, and Minister of the Interior from 1802-1812, and from 1819-1825. From 1827 he was the President of the State Council and Chairman of the Committee of Ministers. In 1834, he was appointed Chancellor of the Russian Empire.

Losses of paint surface along the lower register. Stretcher marks. One small loss from the background above the sitter's head; tiny losses from the background in the upper right quadrant. Canvas sagging on the stretcher, with a bulge above the lower edge.
